Terms of Reference Published for Pat Finucane Murder Inquiry
Secretary of State for Northern Ireland Hilary Benn published the terms of reference for the inquiry into the murder of Belfast solicitor Pat Finucane. The 39-year-old was shot dead at his North Belfast home on February 12, 1989, by loyalist paramilitaries from the Ulster Defence Association. His wife Geraldine was wounded in the attack.
The government announced its intention to establish the independent inquiry in 2024 under the Inquiries Act 2005. It has full powers to compel documents and summon witnesses to give evidence on oath. Sir Gary Hickinbottom serves as chair, with Baroness Nuala O'Loan and Francesca Del Mese as assessors.
The terms seek to determine the circumstances of the murder, identify all those involved and their roles, assess if it could have been prevented, and examine relevant acts or omissions.
Geraldine Finucane stated her family has campaigned for nearly 37 years for a full investigation into the death and state role. She called the inquiry's establishment a significant moment and said her family will engage constructively while reviewing the terms.
Geraldine Finucane stressed the need for the chair and inquiry to remain fully independent, follow evidence without restriction, and operate thoroughly and transparently in line with state obligations under Article 2. The family aims to uncover the full truth of the murder.
Hilary Benn noted the terms followed consultation with Sir Gary Hickinbottom, who consulted the Finucane family. He thanked both for their input and commended the family's long campaign. A timeline and budget will be set within four months.
Sinn Féin Justice spokesperson Deirdre Hargey welcomed the publication and expressed hope the inquiry proceeds without further delays or interference.
