UUP Leader Questions Executive Response Time on Police Ombudsman Meeting
The Executive Office required 28 working days to respond to a priority question from UUP leader Mr Burrows about a January meeting between Chief Constable Jon Boutcher and the First and Deputy First Ministers. Priority questions demand replies within two to five working days.
The meeting occurred on January 13, 2025, in the Deputy First Minister's office. Minutes record that the chief constable raised concerns about the Police Ombudsman's return to her role and her independence, noting he was obtaining legal advice. The First Minister and Deputy First Minister stated they could not address the matter and directed him to the Department of Justice.
Marie Anderson resumed her position as Police Ombudsman in January 2025 after extended leave linked to a police investigation into a domestic incident. Authorities found insufficient evidence to charge her with misconduct in public office or attempting to pervert justice. She has since retired.
Mr Burrows' priority question sought the meeting's purpose, location, date and any records. The Executive Office replied that the First Minister and Deputy First Minister meet regularly with the Chief Constable, with details published on the Open Data NI website. It added that a record was released via Freedom of Information request.
Mr Burrows described the Executive's handling as slow and lacking accountability. He highlighted circular referrals between the Executive Office and Department of Justice on Ombudsman issues, absence of suspension powers, uncertainty over her security clearance and the Department of Justice's rejection of her resignation.
The Executive Office noted that ministerial meetings are listed on the Open Data NI website and these particular minutes have been disclosed under Freedom of Information three times.
