Billy DeCourcy, a former DUP councillor and mayor of Newtownabbey, has died. He served on Newtownabbey Borough Council from 2001 to 2014, representing the Rathcoole area.

In a joint statement, DUP MLA Phillip Brett and Lord Dodds of Duncairn said they were deeply saddened by his passing. They described DeCourcy as a distinguished public servant and a stalwart of the party who devoted much of his life to serving his community. They noted his deep roots in Rathcoole and his willingness to help anyone who came to him for assistance.

DeCourcy's connection to Rathcoole stretched back almost 60 years, according to the Rathcoole Memories Facebook group, which also paid tribute. A spokesperson said he knew the estate and its people, and was always willing to listen, offer advice, or help anyone who came to his door.

The group recalled that during his 18 years in local government, including his time as mayor, DeCourcy never forgot where he came from. He helped older residents, supported local schools, and raised everyday community issues. They also quoted him as saying his door was always open to anyone who wanted to call.

DeCourcy remained faithful to the Democratic Unionist Party throughout his life. After his time as an elected representative ended, he continued to support the party and its representatives with the same enthusiasm and commitment he had always shown, according to Brett and Dodds.

The DUP representatives said DeCourcy leaves behind a proud legacy of service to Newtownabbey, Rathcoole, and the party. They extended their thoughts and prayers to his family and all who loved him.

The Rathcoole Memories group extended deepest sympathy to his family and friends, saying Rathcoole has lost one of its own, but his many years of service and kindness will not be forgotten.
