The Western Health and Social Care Trust and the Health Service Executive have signed a memorandum of understanding to improve cross-border health services in the North West. The agreement was signed at Parliament Buildings, Stormont, during an event that also launched the revised North West Strategic Growth Plan.

First Minister Michelle O’Neill, deputy First Minister Emma Little-Pengelly, Economy Minister Caoimhe Archibald and Health Minister Mike Nesbitt attended, along with the Mayor of Derry City and Strabane District Council, Cllr Grace Uí Niallais, and the Cathaoirleach of Donegal County Council, Cllr Paul Canning. Senior representatives from the Western Trust, HSE and other regional bodies were also present.

The Strategic Growth Plan sets out a long-term vision for the North West city region, covering Derry, Strabane, Letterkenny and wider Donegal. Its priorities include improved infrastructure and connectivity, stronger skills and innovation, and better health and wellbeing outcomes. The plan positions the region as a key driver of balanced economic growth.

The health memorandum commits both organisations to greater service coordination for communities that live, work and access care on both sides of the border. Health Minister Nesbitt said the partnership makes addressing health inequalities a strategic priority and aligns with his focus on prevention and community-based care.

Minister O’Neill described the plan as building on the region’s strengths and creating new opportunities. Deputy First Minister Little-Pengelly said it provided a framework for economic growth through skills, innovation and infrastructure. Economy Minister Archibald noted progress already underway, including investment from the City Deal and the expansion of Magee, and said the plan offered a pathway to a more competitive and connected region.

Local government leaders highlighted the practical importance of cross-border cooperation. Council chief executives John Kelpie and John McLaughlin said the plan and health agreement reflected years of partnership working and would deliver tangible benefits.

Organisers said the event concluded with a focus on implementation, with leaders reaffirming their commitment to continued investment and deeper collaboration across the North West.
