Council acts on unauthorised off-road vehicles in Newry and Downpatrick area
Newry, Mourne and Down District Council has announced plans to tackle the unauthorised use of off-road vehicles on its land. The local authority says scramblers, quads and e-scooters pose a risk to both riders and members of the public.
A council statement said the vehicles are not permitted on pavements, public roads or public spaces, and can only be legally used on private land with the landowner's permission. Council land in Newry and Downpatrick has been identified as a particular concern.
The issue has been raised at District Electoral Area forums and meetings of the Policing and Community Safety Partnership. Officials say more adults are using scramblers, while e-scooters are common among younger people.
As part of its response, the council will hold a meeting focused on hotspot areas and agree a district-wide approach. Plans include an awareness campaign to inform users about the legal risks and to advise residents on how to report incidents.
Council officials will also work with the Youth Service to develop educational workshops and diversionary activities in problem areas. Community groups are being encouraged to create local solutions, with support available through a small grants scheme run by the PCSP. The scheme closes for applications at noon on 15 June 2026.
At the time of the announcement, council chairperson Cllr Philip Campbell said the danger to riders and the public made action essential. He said a partnership approach combining prevention, education and enforcement would ensure council land is safe for everyone and protect the environment.
