Safeguarding Officers Resign from North Belfast Church After Probe Finds Indifference
Ambrose Doone and Stephen Spiers resigned as designated safeguarding officers at Whitewell Metropolitan Tabernacle in north Belfast in 2024. Doone served in the role for three years. Spiers belonged to the church for over 30 years.
An independent investigation identified a culture of indifference to safeguarding at the church. The probe examined an incident of inappropriate behaviour by a senior leader at the Men's Fellowship in June 2023. The church received the report of the incident in May 2024. The investigator determined an incident of inappropriate behaviour took place against a young man.
Church board meeting minutes note a trustee suggested Satan may have used individuals raising concerns. Another trustee called a safeguarding concern letter an act of rebellion.
Doone reported that safeguarding officers faced labels such as satanists, liars, and rebels. Spiers indicated church leadership did not address the allegation or other concerns. He pointed out the senior leader kept performing duties during the investigation.
Peter Hirthe and his family departed the church after more than ten years. His wife had served on the safeguarding team.
Police confirmed an active investigation into non-recent sexual assault allegations linked to the church. Additional complaints involved a male member sending explicit images to a young woman through social media.
Church trustees stated they treat safeguarding as a priority. They reported putting in place or nearing completion of improvements from the investigation. Trustees added no obligation required suspending the staff member during the probe. They examined historical concerns and took action as needed.
