Utility Regulator Outlines RP8 Electricity Price Control Approach After RP7 Review
The Utility Regulator has released findings from a lessons learned exercise on the RP7 price control for NIE Networks. The review gathered views from stakeholders on the process and commitments.
The exercise aimed to identify successes, areas for improvement and ways to adjust future regulatory methods. It followed a call for evidence that drew three responses from NIE Networks, the Consumer Council for Northern Ireland and RenewableNI.
Stakeholders described the RP7 process as effective. They noted strong engagement between the Utility Regulator and participants, clear governance and a solid framework for assessing business plans.
NIE Networks and the Consumer Council for Northern Ireland pointed to benefits from structured interactions, including senior-level discussions and input from the Consumer Engagement Advisory Panel. They acknowledged difficulties in reaching a wide range of consumers directly.
Respondents suggested refinements for future controls, such as shorter timelines, better access to expert knowledge, improved incentives and greater emphasis on outcomes for vulnerable customers.
They stressed needs for reliable delivery, adaptability, workforce stability and cost efficiency amid uncertainties in demand, supply chains and energy transition speed.
The Utility Regulator will apply these insights to develop the RP8 price control for NIE Networks.
