Utility Regulator Opens Consultation on Future Gas Network Price Controls
The Utility Regulator has launched a consultation on how it will set revenues and allowances for Northern Ireland’s gas distribution networks from 2029.
The exercise, known as GD29, will determine the funding that enables operators to run the network safely and efficiently while supporting government decarbonisation targets.
The consultation paper sets out proposals for regulating costs, performance and investment across the gas distribution system. It aims to maintain safe, efficient and consumer-focused services while managing uncertainty over future gas demand and the transition to net zero.
The regulator said it plans to use flexible regulatory mechanisms, improved data and planning, and balanced incentives to protect consumers and support sustainable network development.
The document also includes a proposed timetable that will lead to a final determination. Stakeholders are invited to comment on all areas, including the suggested treatment of corporation tax for the price control period.
An evidence-gathering exercise will inform the regulator’s approach, and feedback is sought from industry and the public.
Following the consultation, a final approach document is expected to be published in December 2026.
