All PSNI Officers Cited in Katie Simpson Case Investigations Retire
All officers identified by the Police Ombudsman for Northern Ireland in the second investigation tranche into the PSNI handling of the Katie Simpson case have retired. These four officers belonged to the Major Investigations Team. At least two retired through the ill-health retirement scheme.
Katie Simpson died in 2021. Jonathan Creswell faced charges in her case and took his own life during his trial in April 2024. The Ombudsman probe examined PSNI actions around her death and another incident involving Creswell in 2016 at stables in Antrim.
In the 2016 case, Creswell exposed himself to a woman named Sarah and issued threats after confrontation by her partner. Audio captured the threats. PSNI took no action then. Sarah and her partner left their jobs due to the environment.
Sarah reported the matter after relocating. PSNI stated insufficient evidence for prosecution. Creswell had fled across the border to Donegal but returned to Northern Ireland, including the Antrim site.
Sarah's 2024 Ombudsman complaint succeeded after resubmission with evidence. Three officers faced citation. One retired. Files went to PSNI Professional Standards.
Earlier complaints from after Creswell's 2021 charging were rejected as not from Simpson's family. Operation Gambart followed. Six officers cited there: one cleared, two retired, three sanctioned internally.
The Policing Board questioned the Chief Constable on disciplinary policies. It noted discussions with the Chief Constable and Department of Justice on regulatory changes. The Board works with PSNI to prevent ill-health retirements circumventing misconduct probes.
An Ombudsman spokesperson stated no plans to research further. PSNI has not responded to queries.
