Fermanagh and Omagh Development Plan Adoption Pushed to 2029/30
Fermanagh and Omagh District Council has revised the timetable for its Local Development Plan (LDP) for a fifth time, pushing adoption back to 2029/30. The latest schedule, submitted to the Department for Infrastructure in April, marks a delay of nearly a decade from the original adoption date set in 2016.
The LDP is a core function handed to councils during Northern Ireland’s 2015 local government reform. It sets the framework for land use across the district, guiding decisions on housing, employment sites, infrastructure, renewable energy, environmental protection and economic growth.
All councils must follow legislation and regional planning policy when drafting their plans. Drafts are examined by the Planning Appeals Commission before being approved by the Department for Infrastructure and formally adopted.
Fermanagh and Omagh’s plan is developed in two stages. The first, the Plan Strategy, was adopted in 2023, making it the first council in Northern Ireland to reach that milestone. The second stage, the Local Policies Plan (LPP), is now underway and will define settlement boundaries, land-use zonings and specific site designations that directly affect individual properties and future development.
Until the LPP is finished, existing designations from the Fermanagh Area Plan 2007 and the Omagh Area Plan 1987-2002 remain in force. The draft LPP is now expected to be published for public consultation in the second half of 2026 or early 2027, with final adoption not due until 2029/30.
To support the plan, the council has finished a Minerals and Quarry Survey. This will help identify Mineral Safeguarding Areas under policy MIN03 of the adopted Plan Strategy. These areas recognise the importance of mineral resources alongside other land-use needs, ensuring they are considered in future planning decisions.
The LPP will ultimately shape where housing can be built, how towns and villages expand, where employment land is located, how infrastructure is planned and what environmental protections apply across the district.
