Utility Regulator publishes paper on firm access for renewables
The Utility Regulator has published an information paper outlining work on firm access allocation to renewable generators.
The paper details a project within the 2025/2026 Forward Work Programme on preparation for a potential firm access review in 2026/2027.
Firm access determines whether generators receive compensation when output is curtailed due to network constraints.
Under current rules, some generators lack firm access until network upgrades are completed, leaving them without compensation for curtailment.
The paper examines constraint levels, costs, generator profitability, network development, and the legal and policy framework.
The regulator plans further work on the topic over the coming year based on principles set out in the paper.
