Benburb waste plant plans spark opposing statements from company and residents
AIC Group has proposed alterations to an existing tyre baling building at 115 Milltown Road, Milltown, Armagh. The plan includes thermal treatment of hazardous and non-hazardous waste through a combined heat and power unit with capacity for 1.6 megawatts of electricity and six to seven megawatts of thermal output.
The company states the development would alter and extend the site, add manufacturing buildings, yards, vehicle parking and associated works. Waste types listed include medical and veterinary waste, solvents, paints, coatings, PPE and treated timbers.
Residents Against Incineration (RAIN) oppose the plan. The group says the facility is an incinerator and raises concerns over air and water pollution, property values, road capacity, imported waste and grid connection requirements.
AIC Group held a public consultation session in April and an informal drop-in at the Armagh City Hotel in May. RAIN held public meetings in Benburb village, including one on 14 May, and launched a petition against the proposal.
AIC Group says the first Proposal Application Notice was withdrawn after changes identified during a site visit and consultation with planning officials. A new PAN was submitted following those changes.
RAIN states it has written confirmation from ABC Council that the first PAN was deemed invalid. The group also says AIC has not responded to specific questions from UK Without Incineration and has not provided detailed technical assessments during the consultation period.
AIC Group says it answered questions from UK Without Incineration between January and February 2026 and that full technical reports will be submitted at the planning application stage. The company maintains that objections should be based on the actual proposal and published consultation material rather than assumptions about other facilities.
