Northern Ireland completed 5848 new homes in 2025, down from 6022 in 2024. Aidan Flynn, head of Flynn Construction in Poleglass, attributed the decline to systemic issues across government bodies and the construction sector.

Flynn stated that in 2005, work began on over 15000 homes, contrasting sharply with current output below 6000. He pointed to NI Water's constraints that delay viable projects through repeated rejections.

The planning system drew criticism from Flynn for excessive delays and risk aversion that blocks approvals. He noted one of his firm's housing applications in North Belfast has waited three years despite high local demand.

Flynn also faulted the Construction Industry Training Board for failing to address a growing skills shortage amid rising demand. He described these factors as limiting economic growth and excluding young people from the market.

A plan for 300 homes at Broadway Towers in West Belfast remains stalled since 2011. The Health Department prioritizes parking for 300 staff vehicles on the site.
