Utility Regulator Consults on Gas Transmission Seasonal Factors
The Utility Regulator has launched a consultation on its plan to retain seasonal multiplier factors for gas transmission non-annual capacity bookings. The factors apply to the postalised tariff and would remain in place for a further year starting 1 October 2026.
The consultation follows requirements under EU Regulation 2017/460, known as the Network Code on Harmonised Transmission Tariff Structures for Gas, as amended after EU Exit. Since October 2015, these factors have adjusted tariffs for products like monthly or daily bookings by multiplying the annual tariff rate.
The adjustment aims to account for varying gas flows across seasons and encourage greater network use in summer while reducing winter demand peaks. The current factors comply with the regulation, supporting the proposal to maintain them for Gas Year 2026/2027.
The regulator is coordinating with the Commission for Regulation of Utilities on a future review of the factors. That joint effort remains at the discussion stage with no alterations proposed now.
