The Northern Ireland Executive exceeded its resources in 2023 and 2024 by more than £500 million. The UK Treasury covered those overruns but waived deductions from future allocations. Such overspends count as serious mismanagement under Treasury rules.

The Northern Ireland Fiscal Council projects a £450 million overspend for 2025/26. Future transfers from London may decrease to offset this gap. Northern Ireland generates revenue from VAT and income tax that covers about 75% of public spending, leaving a shortfall of around 25% of GDP.

Public administration jobs, including civil service and police, make up 7.7% of total employment in Northern Ireland. This exceeds England's 4.4%. Broader public sector roles in education and health account for a third of jobs in Northern Ireland, compared to a quarter in England.

UK fiscal limits constrain public service funding nationwide. Northern Ireland may cut public sector jobs, cap pay rises, or increase local taxes to close deficits. Residents receive water without direct charges, unlike elsewhere in the UK.
