Finance Minister John O’Dowd is urging firms across Northern Ireland to respond to a consultation on proposed changes to the non-domestic rating system.

The consultation covers two linked proposals: a Business Growth Accelerator that would give temporary rate relief for qualifying property improvements, and reforms to the way vacant non-domestic properties are rated. The aim is to encourage productive use of empty premises, cut long-term vacancies, and better align the tax system with wider economic and regeneration goals.

Speaking after a meeting with Belfast Chamber, Mr O’Dowd said the current operating environment remains challenging but businesses continue to innovate and underpin local employment and communities.

His objective, he said, is a rating system that is fair, supports public services, and also recognises the importance of business growth, investment and regeneration.

The consultation opened last week and submissions can be made via the Department of Finance website at www.finance-ni.gov.uk/consultations/business-growth-accelerator-and-non-domestic-vacant-rating-ndvr-consultation until 23 September 2026.

The minister called on all businesses and organisations to share their views to help shape a system that supports growth while maintaining fairness.
