Minister Urges Businesses to Respond to Rating System Consultation
Finance Minister John O’Dowd has called on businesses and organisations across Northern Ireland to share their views on proposed changes to the non-domestic rating system.
The Department of Finance recently launched a consultation on two measures: a Business Growth Accelerator and adjustments to Non-Domestic Vacant Rating. The consultation runs until 23 September 2026.
Under the Business Growth Accelerator, businesses investing in qualifying property improvements would receive temporary, targeted relief from rates.
The proposed changes to Non-Domestic Vacant Rating aim to encourage productive use of empty properties, tackle long-term vacancies, support high streets and town centres, and better align the tax system with economic and regeneration goals.
The Minister discussed the proposals during a meeting with Belfast Chamber. He acknowledged the difficult conditions facing town and city centre businesses but noted their continued innovation and their role in sustaining local employment and communities.
He said his priority is a fair rating system that funds public services while also recognising the need for business growth, investment and regeneration.
