Moira Doherty began her role as permanent secretary in the Executive Office in February. The office supports First Minister Michelle O’Neill and deputy First Minister Emma Little-Pengelly.

She appeared before the Executive Office scrutiny committee on Wednesday. The department entered the new financial year without an agreed budget.

Doherty stated that a multi-year budget settlement would offer stability for long-term planning. She called it an important objective. Her current efforts center on careful resource management to meet ministers' priorities within available funds.

In her initial weeks, Doherty met with ministers, colleagues, and partners to assess budget pressures.

Committee chair Paula Bradshaw criticized the single old business plan provided for the session. Bradshaw pointed to a mismatch between the committee's scrutiny duties and the materials supplied.

Bradshaw questioned how the committee can ensure accountability over public funds, staff, and responsibilities without key strategies.

Doherty acknowledged the committees' role, drawing from her experience in other Stormont departments. She noted the Executive Office's joint nature creates unique dynamics.

Doherty highlighted that the office handles complex issues requiring time for alignment between parties.
