Utility Regulator Publishes Consumer Research on Net Zero Transition
The Utility Regulator in Northern Ireland has published reports on consumer views about the transition to net zero greenhouse gas emissions. The 2022 Northern Ireland Climate Change Act requires net zero by 2050 and at least a 48% reduction by 2030.
The regulator organised a day-long workshop with consumers to explore their understanding and concerns over the shift to a low carbon future. The event used a deliberative research method to build informed opinions and track changes in views with new information.
Ipsos prepared the full research report, with a summary also released. Findings will guide regulation of energy and water sectors to safeguard consumers during the transition.
This work supports the regulator's Consumer Protection Programme, which includes embedding just transition principles and addressing potential new vulnerabilities from energy changes.
