David William Kerr, 43, from Grogey Road in Brookeborough, received a five-month prison sentence suspended for two years at Enniskillen Magistrates Court. District Judge Alana McSorley handed down the sentence on Tuesday after Kerr's conviction for misusing PSNI communications from August 2023 to May 2025.

Kerr made multiple calls to 101 and 999 lines with reports on trivial matters. Police sent him a cease-and-desist letter on August 23, 2023, instructing him to stop except for genuine emergencies. He continued the calls anyway.

One incident involved Kerr reporting an assault by livestock after birds including geese and a duck nipped him below the knee while he tried to move them from a road. Officers told him they could not arrest animals such as sheep or cows.

Prosecutors noted the calls upset staff, with some handlers left anxious. Kerr was arrested on May 29, 2025. In his police interview, he said police workers must manage stress as part of their duties.

Defence barrister Stefan Rafferty stated Kerr did not aim to upset anyone. Rafferty pointed to Kerr's challenges with social interactions, noting he can seem argumentative without intending to and is suitable for community service.

Judge McSorley observed Kerr denies the offences and shows victim-blaming attitudes, placing him at high risk of reoffending. She accepted his communication difficulties but said the calls went from trivial to abusive against public servants. She warned against using 999 for non-emergencies or face custody.
