Public Consultation Opens on Strengthening Northern Ireland Landlord Registration
Communities Minister Gordon Lyons has started a public consultation on proposals to update Northern Ireland's Landlord Registration Scheme. The scheme requires all private landlords to register under regulations introduced in 2014.
More than 130,000 households live in private rentals across the region. Officials aim to amend the rules to collect data on property conditions during registration. They also plan to share register information to support gas safety inspections and develop housing policies.
The changes target improved compliance among landlords. Lyons indicated that most landlords meet their duties, but the updates address those who fail to do so. The measures intend to increase transparency and help local councils enforce standards.
Proposals balance oversight needs without adding burdens on landlords who follow rules. They seek to elevate rental quality for tenants and property owners. This aligns with the Housing Supply Strategy's focus on quality and affordable housing in inclusive areas.
The consultation accepts responses until 27 April 2026 through the Department for Communities website.
