Northern Ireland Assembly Passes Sign Language Bill into Law
Northern Ireland's Assembly has passed the Sign Language Bill, marking the region's first law to recognise British Sign Language and Irish Sign Language. The legislation now awaits Royal Assent before implementation begins.
Communities Minister Gordon Lyons described the passage as a historic day for the Deaf and deafblind signing community. He noted that the law signals value for Deaf people and sign language users in society. Lyons highlighted duties for Executive departments and listed public bodies to promote BSL and ISL use, enhance accessibility to information and services, and support inclusion.
The Bill requires prescribed organisations to take reasonable steps for equal accessibility of their information and services to Deaf individuals compared to others. These organisations must offer or facilitate BSL and ISL. Implementation will include statutory guidance and engagement with the Deaf community.
Ulster Unionist MLA Andy Allen welcomed the final stage passage. He acknowledged input from the Minister, officials, and Deaf community members throughout development and scrutiny.
Sinn Féin MLA Colm Gildernew, chair of the Communities Committee, called the vote a key step for Deaf and deafblind people. He commended contributions from the community and former minister Carál Ní Chuilín.
Rebecca Mansell, CEO of the British Deaf Association, stated the law recognises Deaf languages and culture, with focus now on early sign language access and public information availability. Julie Graham, Director of Action Deaf Youth Services, said it enables Deaf children and families to live inclusive lives in their language. George Crockford, CEO of the National Deaf Children's Society, expressed optimism for improved access and public body compliance.
Natalia Buchanan from Craigavon, mother of 12-year-old Deaf son Alexander, noted past difficulties in sign language access due to lack of classes or high costs. Alexander Buchanan said the Bill offers hope for easier communication and availability.
