Fermanagh Parents Campaign for School Bus Safety Legislation After Daughters' Deaths
Parents in Fermanagh seek changes to school bus laws following the deaths of their daughters. Caitlin Hogg, 13, from Kinawley died in December 2022 after a car struck her upon disembarking her school bus. Caitlin-Rose McMullan, 11, died in March 2025 in similar circumstances.
Bob and Rosemary Hogg, Caitlin's parents, contacted local representatives after her death to pursue safety improvements. They later collaborated with Stella McGinn, Caitlin-Rose's mother, after learning of her loss. The SDLP introduced a motion at Stormont on the issue.
Infrastructure Minister Liz Kimmins launched a public consultation on proposed laws to enhance child safety on routes to and from school. The minister favors prohibiting drivers from overtaking stationary school buses in specified hazardous situations.
The consultation accepts submissions until May 21. Proposed legislation would then go to Stormont committees and the Northern Ireland Assembly.
Bob Hogg stated that families and residents in Fermanagh should participate to sustain progress before the Assembly mandate ends in spring 2027. He stressed the role of public awareness alongside new rules.
Fermanagh and South Tyrone MP Pat Cullen and local MLA Jemma Dolan called on the public to submit views. Cullen noted the heartbreak faced by affected families and the chance to improve road safety for children.
