The Utility Regulator has published the Northern Ireland Sustainable Energy Programme (NISEP) Framework Document for 2027-2029 and has called for scheme submissions.

The framework sets out the rules and procedures for organisations that want to participate in the NISEP programme. Changes from the previous framework are highlighted in yellow in the published documents.

Primary bidders must register with the programme administrator, Energy Saving Trust, to bid for NISEP funding. Registration forms and any supporting documentation requested by Energy Saving Trust should be emailed to nisep@est.org.uk.

After registration, Energy Saving Trust will issue a scheme submission pack no earlier than 30 October 2026. The pack will include the most up-to-date version of the scheme submission spreadsheet and instructions on additional information required.

Energy Saving Trust will provide advice and guidance to primary bidders on the bid submission process up to and including 4 December 2026. All schemes must be submitted in final and complete format by 15 December 2026.

The Utility Regulator said incomplete or insufficient quality submissions may be rejected. Applicants are responsible for ensuring the information provided in their scheme submissions is accurate and fully compliant with the framework document.

Energy Saving Trust will evaluate proposals through a competitive process and make recommendations to the Utility Regulator for approval. The Utility Regulator will formally notify applicants in March 2027 whether their submissions were successful.

The Utility Regulator noted that delays to the approvals process may occur if the programme administrator is required to seek clarification or further information on points within any of the scheme submissions.
