Consultation opens on NI Water’s allowed revenue for 2027/28 price control extension
The Utility Regulator has launched a consultation on proposals for Northern Ireland Water’s allowed revenue and price limits for the 2027/28 financial year.
NI Water’s current price control, PC21, originally covered April 2021 to March 2027. It was extended by one year to allow stakeholders more time to prepare for the next price control.
The regulator’s proposals for the extension year are largely a roll-forward of the allowance set for the original final year of PC21, 2026/27. A more detailed cost review was considered unnecessary as it would undermine the goal of keeping the extension simple.
However, NI Water requested adjustments in certain cost areas where it says the extension disadvantaged it. These mainly relate to allowed revenue for interest payments on capital financing. The regulator proposes to accept the adjustments, noting they are consistent with the PC21 determination and only reflect updates to the interest rate and inflation data used at that time.
With these adjustments, the financial model provides a total allowed revenue of £693 million in nominal terms for 2027/28. The overall price limits adjustment factor is 3.4% in real terms, before inflation.

A final decision on NI Water’s 2027/28 allowed revenue and price limits is expected to be published in August 2026, following a review of consultation responses.
