The Police Service of Northern Ireland has accepted in full the recommendations of an independent review led by Rachel Langdale KC. Chief Constable Jon Boutcher commissioned the review in April 2025 to scrutinise work on violence against women and children.

The review notes positive developments and significant efforts by officers and staff. It also points to areas needing further improvement.

Boutcher stated that the service will develop a refreshed Violence Against Women and Children Action Plan. This plan will incorporate the review's recommendations, along with priorities, responsibilities, and delivery timescales.

Robust governance will provide senior oversight for implementation. The service will report progress to the Northern Ireland Policing Board.

The review remained an internal document to foster open contributions without fear of identification. Boutcher thanked Langdale and her team for their assessment of systems, processes, and culture.

The PSNI released the foreword and recommendations to show key findings and planned actions. The service aims to demonstrate measurable progress and maintain public confidence through accountability.
