Infrastructure Minister Liz Kimmins announced a demand-led process for residents' parking zone applications. The process begins in April 2026 with a three-month submission window that will repeat regularly.

Kimmins acknowledged parking issues affecting residents in multiple areas. She pointed to demand following John O'Dowd's release of the Residents' Parking Review Report in late 2024.

The system will evaluate and rank proposals for new schemes. Current projects in Derry's Bogside area and Belfast's Iveagh area will proceed.

Qualifying areas must show ongoing commuter or nuisance parking on public roads. Fewer than 50% of properties there can have off-street parking access.

Application guidance is available on NI Direct. Kimmins called on residents to review eligibility rules and submit proposals.
