Health Minister Mike Nesbitt launched a new Breastfeeding Action Plan on 21 July 2026 at the Breastival #MorethanMilk event in Stormont. The plan aims to increase breastfeeding rates in Northern Ireland and address persistent inequalities.

Developed jointly by the Department of Health and the Public Health Agency (PHA), the action plan sets out measures to normalise breastfeeding, improve support, and create welcoming environments. Targeted actions include enhanced staff training, expanded community support, and public awareness campaigns.

The plan was shaped with input from health, community, and voluntary sector partners. It sets measurable targets to raise breastfeeding rates and reduce disparities.

Minister Nesbitt acknowledged that breastfeeding rates in Northern Ireland remain lower than desired and that significant inequalities exist. He stressed the need to recognise and celebrate the diversity of breastfeeding journeys and to help create a culture where women feel supported in their feeding choices.

He commended Breastival for its role in advocacy and community engagement, saying the festival has helped normalise breastfeeding across the region.

Deidre Ward, Interim Assistant Director for Starting Well at the PHA, said breastfeeding provides substantial health benefits for both babies and mothers. She noted that many women face challenges and that support from families, communities, and healthcare professionals is crucial. Wider societal attitudes, workplace environments, and social media can make it easier or harder for families to follow their preferred feeding practices, she added.

Jennifer Hanratty, Breastival Board Chair and Co-Founder, welcomed the plan’s emphasis on normalising breastfeeding and empowering women. She said the organisation will continue to advocate for monitoring and implementation to ensure that women’s lived experiences remain central.
