Health Minister Launches Updated Nursing and Midwifery Staffing Framework in Northern Ireland
Health Minister Mike Nesbitt has launched an updated policy framework for nursing and midwifery staffing across Northern Ireland. The Delivering Care Policy Framework provides a consistent regional approach to place staff with appropriate skills in the correct locations at needed times.
The refresh updates the original framework from 2014. Northern Ireland's health system has faced pressures including an ageing population, complex care needs, growing waiting lists, increased mental health service demand, and health inequalities amid limited budgets.
Nesbitt stated that the health and social care system has encountered significant pressures in the 12 years since the first publication. He noted that re-examination was required to keep the framework suitable for current needs. He stressed that evidence-based workforce planning is essential to sustain safety and quality while meeting future demand.
The framework introduces stronger reporting mechanisms, shared accountability from wards to senior levels, and greater use of evidence in decisions. Health and Social Care Trusts and independent employers handle operational workforce planning, with the framework aiding locally informed choices based on patient needs.
Chief Nursing Officer Professor Maria McIlgorm led the refresh via a task group formed in autumn 2023. She pointed out that nursing and midwifery form the largest workforce segment in the health and social care system. McIlgorm said that placing staff with proper skills, knowledge, and values effectively is vital to handle ongoing challenges.
The framework supports recruitment, retention, staff wellbeing, and career pathways for long-term sustainability. It aligns with the Department of Health's Reset Plan and five-year vision for nursing and midwifery. It also prepares for potential safe staffing legislation.
Nesbitt indicated that the framework positions safe and effective staffing as a strategic priority throughout the system's governance.
