Infrastructure Minister Launches Recruitment for Independent Planning Inspectors
Infrastructure Minister Liz Kimmins has initiated a recruitment process to appoint independent inspectors to Northern Ireland's planning system.
The initiative stems from a Public Sector Transformation funded project. It supports public sector reform in the region. The Department for Infrastructure will use its powers under the Planning Act 2011 to assign Hear and Report tasks to these inspectors. This serves as an alternative to the Planning Appeals Commission.
In March 2025, the Department secured 3 million pounds in ring-fenced funding for its Transforming Planning bid. The project adds capacity for local development plan examinations. It also covers public inquiries and hearings on regionally significant or called-in planning applications.
Kimmins stated that the appointments will increase flexibility in the system. She noted positive impacts across the planning process. The minister encouraged qualified individuals to apply to strengthen public and investor confidence.
This marks the first use of the Department's authority under the Planning Act for such appointments. It aligns with efforts to improve planning efficiency.
