New book lays out evidence base for united Ireland planning
A new publication aiming to inform public debate on a potential united Ireland has been launched in Derry.
Professor John Doyle of Dublin City University introduced his book, 'Before the Vote: Planning for a United Ireland', at Holywell Trust on Wednesday evening. The book does not argue for or against Irish unity, but presents an evidence base to support planning and discussion before any future referendum.
Drawing on new research, the book compares economic conditions and public policy in Northern Ireland and the Republic of Ireland, covering living standards, education, welfare systems, gender equality and health. It includes the first detailed comparison of the two health systems, looking at outcomes, waiting lists and staffing levels.
The work also reviews existing research on differing economic growth rates since the Good Friday Agreement, and examines arguments for and against retaining a Northern Ireland Assembly and power-sharing within a united Ireland. Additionally, it analyses opinion polls, election results, attitude surveys and long-term demographic change to consider the likely outcome of a referendum.
Professor Doyle said the timing of any vote is uncertain and not controlled by an Irish government, so preparation is needed now. He stated it is unreasonable to wait for a majority in Northern Ireland to emerge if the Irish Government and Oireachtas do not set out in detail what a united Ireland would look like, in areas such as the economy, health, pensions, welfare, education, equality and minority rights.
Gerard Deane, Director at Holywell Trust, described the book as a valuable contribution. He noted that questions about constitutional arrangements are being discussed more widely than in recent years, and informed discussion depends on accessible research.
