The number of licensed houses in multiple occupation (HMOs) in Derry City and Strabane District increased from 188 in 2023-24 to 250 last year, according to figures released by the Department for Communities. That represents a 33 percent rise, or 62 additional properties.

The figures were provided to Foyle MLA Mark H. Durkan in response to an Assembly question answered by housing minister Gordon Lyons. Over the same period, unlicensed HMOs rose from seven to eight, a 14 percent increase.

Derry City and Strabane District Council has launched a public consultation on plans to lower the maximum proportion of HMOs allowed in streets from 30 percent to 10 percent. A 30 percent limit may still apply in designated HMO management areas in parts of the city centre.

The change would require a revision of the Local Development Plan Planning Strategy, which was adopted in July 2025. The options paper is open for consultation until Wednesday, September 30, 2026.

The council paper acknowledges opposition to HMO growth near Magee College campus. It states that there is a perceived high level of pressure for HMOs as speculative investment in Derry, partly driven by tighter planning restrictions in Belfast since 2023. The council believes changed circumstances justify the proposed revision to prevent further over-concentration of HMOs causing harm.
