The Northern Ireland Policing Board has published its 2026 Independent Community Observer Annual Report.

The report concerns the work of Independent Community Observers (ICOs), who are impartial volunteers that observe and report on key aspects of the Police Service of Northern Ireland's recruitment process for Police Constables.

The observers ensure that the same procedures are applied to all candidates and that facilities and arrangements are adequate. Their feedback enables the Policing Board to verify that police recruitment processes are fair and equitable for all candidates.

Policing Board Chair Brendan Mullan said the role is a key part of ensuring equity in the police constable assessment process.

He said the volunteers provide assurance and insight, and thanked all Independent Community Observers for their time and contribution to the Board's oversight work.
