The UK and Irish governments signed a Framework Agreement last autumn. It commits both to establish new mechanisms for addressing the legacy of the Northern Ireland conflict. These mechanisms must comply with human rights standards.

Enabling legislation for the agreement is before the House of Commons. It will go before the Dail soon.

The agreement follows a UK court ruling that the 2023 Legacy Act was unlawful. High Court Judge Adrian Colton stated there was no evidence the act's immunity provisions would aid reconciliation in Northern Ireland. Evidence showed the opposite effect.

Labour abandoned the previous amnesty after the ruling, in line with its election pledge.

From 2012 to 2024, authorities made 25 decisions to prosecute conflict-related offences in Northern Ireland. Six targeted soldiers. One ex-soldier received a suspended sentence for manslaughter after shooting a civilian.
