Kimmins outlined the timeline of events in a letter to Swann, acknowledging that early interventions proved ineffective.

The Department for Infrastructure has updated operational protocols for the Riverside area with immediate effect. A new high-capacity pumping arrangement is now in place to boost resilience.

Officials plan a review with community groups and multi-agency partners in coming weeks to assess the response and identify improvements.
